Externally there is little visible difference between multiple bikes riding hard together and a race. Legally however the consequences for racing are harsher than those for speeding, so you do the math.

up here as in "New Port Richey"?

They have confused speeding and racing.
When they see a pack of bikes hitting patterson.. they will first assume, racing.

Now if you know Hoover, then you know its racing.

racing looks complety different than just speeding thur town or even patterson. real, set up street racing between 2 bikes, on a dead ass straight back road, with no side streets or on coming traffic, never hurt anyone but the 2 guys racing and yes, its breaking the law but to me it is not as bad as a group of bikes speeding down busy streets and no where near as bad as bikes racing down busy streets.

bikes at high speeds + side streets where cars can and will pull out at random = very bad.

I could just as easily state that a real race on a dragstrip with a tree to start them off looks completely different. If you get to see the setup, then I agree that it's easier to distinguish racing from hard riding. Once things are already happening though, it's not so clear to an outside observer. Ultimately, the only difference from a law enforcement point of view is the severity of the punishment. The fact that you weren't actually trying to get in front of your friend as you flew down the road at triple digit speeds will do little to convince a cop that you shouldn't have your bike taken from you.

The original article acknowledges the distinction as it mentions that they 're using covert bikes and other vehicle in order to get close enough to see the race setup. I imagine that evidence is necessary in order to make the racing charges stick.

Agreed, 100%. Take it to the track.
