who built this motor that they put the wrong valve springs in it or they didnt shim the springs correctly?

i'm not really sure ether man its what the shop said. its not smoking or makeing any noise at all its sound perfect it might be as simple as just needing to be tuned i never took it to the dyno, i have to many cars as it is i'm done with this one i'm going to stick to what i know with hondas or just buy a car that came fast as hell turboed or something. i plan on taking it to yonke racing and have then work their magic on if no one buys it- just not something i have time for right now.
when i had the head done i think they might have used the wroung springs cause on my other car i have stronger springs and i can hear them, you know . this motor is damn near silent
