The lowering springs are going to hurt the launch capabilites of the car.
Factory height = soft = good
Lowered = stiff = bad for launches
And you can get blower kits for those cars used dirt cheap on Corral. That would be mid to low 12's without having to do much of anything else.

But Will, don't waste too much money on that 99 IRS. It's crap and doesn't hold a candle to the 01 or the best of all 03-04 units. 4.10's and 4.30's will net you lots of wheel hop (the reason why our 99 no longer sports IRS). You'd be far ahead of the game if you just swapped for a solid 8.8 and worked with that. I think it would get you what you are really looking for.
