ok it wasnt the IAC
Could be a case of a mis-matched o2/engine harness. When you get the wrong combination of automatic/5speed engine/o2 harness's, it will burn then signal ground in the ECU. This will make all the sensors read wacky, and cause the TPS to stick at 5v.
Unplug the o2 harness at the passenger frame rail, and then manually apply gnd to the TPS, or EGR sensor. If this fixes the problem, you need to checkout the o2 harness.

wow i didnt know the 5speed and auto used different O2's
but i just checked the grounds and for some reason my code scanner wont run codes, it blinks and then goes dim. and its not the battery!
from all the volts readings, its as if its stuck at WOT
also if it were the o2's, wouldnt it have acted up when i got the car? i havent messed with the harness it came with

long shot, because it reads correct, but could it be my msd/blaster coil?
it ticks and if u look at it u can see it spark inside of its little metal housing every time it ticks

Your TPS has 3 wires. 5v, ground, and signal. Signal moves from 0-5volts. If your missing ground on the sensor.. you wont be able and get the TPS down. The slot moves the signal voltage.
Simple DC voltmeter to confirm wiring and ground.
If you dont own a multimeter or know how to check for ground on the TPS.. take it to someone who knows wiring a little better.

just take the black wire to the tps and ground it walla its fixed ...
leave the wire connected and add a ground

i understand black is ground, orange is power/5volts, and green is signal which adjusts as the throttle moves.
no offense but u all keep going in circles acting as if i dont know how to check the voltage on a tps.
im trying to figure out, CAN THIS BE THE PROBLEM? if not wat else can make it stay at WOT
i have a volt meter and know how to use it, i have a code scanner and know how to use it, i have chilton and haynes manual and know how to read them. but non of this stuff tells me the troubleshooting of my problems

It can be in numerous places were the ground wire can fail..you can trace all of that and waste your time or add a ground and enjoy your car..

tiffany and razor, u guys were right the tps was missing a ground.
but how is that possible? do the A9P's need another ground?
my A9L didnt need one.
anyways now it starts right up and runs, still a small little miss/backfire though. i think its the cap, it had alot of white fading/oxidation, or whatever its called, on it
