fuel system 87 efi 5.0
Do any of you guys know where the fuel pump & filter are on an 87 Crown Vic 5.0 efi? It seems as if the car is just not getting enough fuel, turns and turns, but will not kick over...when I spray the TB with starter fluid it starts right up. I was thinking the pump was not cutting on (didn't here it) or that the fuel cutoff switch was activated, but it will run when primed which leads me to think it could be something else...any suggestions?

No it is electric. You should hear it engage with the turn of your key.

You may or may not hear the pump turn on. It depends on if its worn out and how much gas is in the tank. When you turn the key to "run", the pump should run for about 10 seconds. If after that 10 seconds the computer doesn't see an ignition signal, it will not run the pump. What happens sometimes is the TFI module (on the side of the distributor with a big plug in it) goes bad, it will not provide the computer with the ignition signal which will cause the fuel pump to not run. So basically be careful diagnosing this, because what seems like a fuel pump issue may not be.
