And new wheel or not it will be rebalanced. If all I had to do was replace the seals, that would be the only way I could get away without it.

You can remove and replace labrinith seals just like you do with piston rings.
I used a small set of snap ring pliers to expand mine enough to get them off.
The seals on the intake side were in great shape but the exhaust side was seeping a bit.
