checked everything over today..redid timing twice..getting spark on all 4 plugs and all 4 wires..dizzy is fine..no vaccum leaks..and that box is fine..

New intake manifold gasket?
It sounds ALOT like a vacuum leak..
Spray some carb cleaner or something similar anywhere there could be a leak...The idle will raise when you have found the leak.

it jus had a new gasket put on when the head gasket was done..oh i forgot to mention this piece of shit dont even start now..but..im gettin air fuel and spark..

i have a P75 IM with OBD1 injectors and a rail, lmk if u need it.

did you try spraying carb cleaner to see if you find any leaks?

Take your hand and "smother" the throttle body opening like your trying to suffocate it...This can be a little tricky as it will try and suck your hand in...Wearing a work glove will help...
What you are trying to do is limit the air going into your engine. Since you said you have fuel and spark and your symptoms after the head R+R all sound like a vacuum leak.
If the engine wants to or starts with your hand covering the throttle body,it is obviously getting air from somewhere else.
Are you absolutely sure the CAMSHAFT timing is correct?

As far as the original problem with idleing. I have a 94 ls & my dizzy was going out & I knew it & I also had an idle problem. Once I replaced the dizzy it idles fine now. I had a slightly hight pulsating idle. But once I swapped dizzys it stopped..
