Sway Bar
Depends what anti-roll bar you use. Comptech doesnt require drilling but Progress ST GC and Skunk (I believe) do require it.
As for size issues try and stay around 22mm for a decent toss up between drivability and performance. GC and some other companies offer 25mm but thats quite a beefy bar and unless you are VERY familiar with the handling of your car Id stay away from it it is not meant for daily driving.

drilling is not required on a 5G civic. If you are using oem sway bars you will need lower control arms from a 3G teg or a 5G 4 door EX. The have the correct lcas for a sway bar. Do not drill the lca of the stock civic lca they are too thin. As far as the subframe goes clean it off and you will notice holes there. These holes are for the step bracket that the d bracket bolts too. As far as the subframe tearing a 21 mm bar is big enough to rip rip the subframe. Ive got an itr rear sway on my EG8 and its ripped out. I took it to Tito Chasis works in Ocala he builds mostly tube frame chasiss but was able to fix it and makesit stronger than stock. If you are going with the ST sway bars you dont need to drill they give a kit that bolts over the lca so you dont need to drill. If you are refering to the front sway bar again you dont need to dril just use hte lca from a a 5g civic with a fron sway bar or the 3g teg the holes for the front subframe mounts are already there. Keep your drill on the workbench cause you wont need it.

Most of the aftermarket suppliers like ST do require drilling Im sure of this since Ive installed quite a few although they do have a newer kit out now that emulates the Comptech setup. If you use OEM then sure you can mount the brackets and get away from it. Just dont want someone going out to install a sway bar and find out he/she has to unexpectedly drill the subframe.
As for subframe rips it all depends on how much reinforcement you use and driving conditions. If you dont reinforce the area with washers and plates you will end up with a subframe tear since it is pretty thin there (Type-Rs are reinforced so Honda is aware of this).

they did excellent work. It was $80 $40 each side so I was happy it sure beats putting in a new subframe. If I couldnt find somebody who could fix it I was planning on jumping head first into placing hte ITR rear subframe on my civic. I priced it from honda and with my discount if memory serves me correctly it was roughly $140 which wasnt bad but swapping that rear subframe is no easy task hell it probably would have taken me about 3 weeks. I had Tito reinforce the subframe about 1.5 years now and its still solid as ever. The subframe is stiffer back there now than it was before the bar ripped. When I first bolted the bar up the handling was pretty nuetral with slight oversteer after tito reinforced it I would get more oversteer. If youre interested in him doing some work for you let me know it may take some time before he can get you in there but Id say the wait is worth it. He mostly builds tube frames for old school rx-7s toyotas and datsuns.
