Why does my car have a billet turbo and its still slow?

You can't tell by looking at the compressor? No. It has nothing todo with the wheel weight itself. Put pictures of a cast compressor side by side with a billet compressor and you should be able to answer your own question

i was asking X sense he seemed to know what he was talking about... trying to learn something here ..

The main thing is the much smaller shaft. Much larger surface area. Less resistance. Lots of great stuff

The main thing is wheel design. Not material or weight. Billet weighs just as much as it's cast counterpart in many cases.

Billet is great for marketing though!
