There is nothing you can do to keep the boost from falling off. The best thing you can do is crank the boost up, modify the wastegate to stay closed better and tune your car for the peak boost level you will see for a short period of time.

If even or you have to push the arm into the actuator to get it back on you're flapper does not have the correct pre-tension and is likely not fully shut while building boost.
Remedy woudl be to "adjust" the arm to give slight pretension, or if not adjustable, add washer(s) to the WG mounting bracket

3. Perform a intake leak test like everyone suggested, fix all leaks until system is able to hold about 20psi for a reasonable amount of time. If problem persists after this, you probably have a dying turbo running out of steam at higher RPMs.
