Default 4G64 idling problem

I have a '98 mirage with a 4g64 swapped from a 2000 eclispe and I need help!

ok here's the dealio, I put on a new throttle body and I'm sure this is some sort of throttle control valve and I don't know where the vaccuum line goes, my car won't idle (it had the same problem before this new thottle body) and I think this is the problem. The wierd thing is this valve wasn't on my old throttle body. My whole vaccuum line and electric setup to the intake manifold is correct with no open lines (except this) and I can't just splice it from another vaccuum line because it just opens to full throttle. I think it is suppose to go into my vaccuum control valve (next picture) but there are only 2 lines coming from with a plugged third line (can't unplug it) Do I need to get a new vaccuum control valve that has the third line for it? If not what can I do to have my car idle correctly?
It might be my IAC but I don't know how to go about checking that or a vaccum leak but I can't find it anywhere.

try going to Club3gfl.com they'll let you know whats up and are more familier with the set up.
