Eclipse has lost all power!

Hey guys
My friend has a problem with his 1G Eclipse. I drove it today to try and diagnose the problem but I am unsure of what the problem is.
When you drive the car and floor the gas pedal the revs do not increase much beyond 2500 RPM and the car has virtually no power. The turbo spools up just fine and does not have excessive play in the shaft. When flooring the gas at 2500 RPM in 2nd gear the turbo builds plenty of boost. The stock gauge read around 12-13 psi at this point.
Also there is a distinct ticking coming from under the valve cover. It sounds just like a Honda that really needs a valve adjustment. This seems odd to me b/c I thought the 1G 4G63 had roller rockers and hydraulic lifters which are self-adjusting.
Any ideas would be great here.

#1 the stock gauge means jack. It is not hooked up tp manifold pressure at all. It simply displays based on MAF counts. It sounds like you got a wicked boost leak.
#2 The old lifters tick...much like a bear shits in the woods its just something that happens. He can drop $100+ on the new revised lifters from the dealer if it bugs him.

Here is what is bugging me. The car will not really rev past 2500-3000 RPM. It almost like the car is trying to go up a *very* steep hill or like you are driving the car at full throttle with the brake pedal pressed almost to the floor. It is like the car is fighting itself to get going.
You can hear the turbo building boost and when you shift you definitely hear the BOV. Any ideas as the the above symptom I just pointed out?
The ticking in the valve train sounds a bit abnormal. I know you said the 1Gs tick but this is almost a banging rather than normal valvetrain noise. It sounds like a diesel powered Mercedes Benz!

also if its not reving check to make sure there are no leaks in the i/c piping. Also check to makwe sure the maf is pluged in it will cause a problem like that

It is interesting that you point that out. I do remember the brakes feeling a bit funky. Also when the car is not moving (like in neutral or with the clutch pressed) the car revs up just fine and sounds normal. It only has this problem when you are trying to accelerate. I will check the brakes ASAP.

piping? How well does it accelerate TO 3000?
i agree check to see if you have a leak. http://machv.com/ has them this where i got mine from or u can build your own.
