Saving:
wen you go to Save As.. you have to change the format of the picture your saving. since your saving it from photoshop, it saves it as a photoshop img. there should be a drop menu near the bottom, click that and save it as a .jpeg format. that way your computer allows you to open it up with other programs. then you can host in online, i save mine on photobucket.com from there post the IMG code where you wanna put it, unless its on ur myspace, gotta paste the TAG code.

Borders:
-take your line tool and set it to 5px (might have to adjust depending on how big your pic is)
-choose a side of the image and make a line along the border.
-make 4 seperate lines for each edge of the pic.
-once those are all in place, on the right side of photoshop, you should see your layers menu. you should have the Background image and the 4 lines you just made. make sure one of the line layers is highlighted (should have a blue backgroud) the other three line layers will have an empty box to the left.
-click all the empty boxes for the other 3 lines and it should show a chain link.
-once you have one layer highlighted and the other three have chainlinks press ctrl + E and it should merge your layers.
-if you did this correctly, on the layers menu, you should see the background image layer and a 'shape 4' layer.

if you have any more questions just shoot me a pm or hit me up on aim (in sig)

Holy shit, talk about beating around the bush!

Mike, once your done editing your image, make a new layer (Shift+Ctrl+N) and then select all (Ctrl+A). Go to "Edit" in the menu-bar and click on "Stroke..." There you can choose how wide the border is (Usually 1-2px is fine) and what color you wish it to be. Make sure the location is set to "Inside" and click OK.

And about selecting just a certain portion of an image to save-

This is called "Croping"; a very handy action indeed. First select the rectangular marquee tool, located in the top left of the toolbox. Select the part of the image you wish to crop down to. The go to "Image" in the menu-bar and click on "Crop.." BAM, you've just cropped a picture! There are other methods of selecting parts of an image, but just get this one down first, as you can end up using it in about every image you edit...

when you first open your image, hold Shift+Ctrl+U to Desurate (Make B&W) the image.
