its not going to look all that great but in ms paint you have to goto Image > Stretch and Skew > only in the stretch area change the value. make sure you use the same % for each or its going to come out distorted.

For something simple and quick,
Go to >> ImageShack® - Image Hosting
Click 'Browse' >> Find the path to your image
Click the check box for 'resize image?' >> then choose a size from the drop down menu
Click upload.
It does have limited sizes but it's got mostly the universal ones.
